The legislative session is now in its second half and things are moving quickly. The following bills are currently on the move or soon will be.
HB 5 - This sweeping criminal justice proposal contains a provision criminalizing homelessness and also creates a two-tiered system of penalties for vandalism based on financial means. It could also lead to an expansion of the death penalty. CCK strongly opposes those provisions. HB 5 has passed the House and is currently awaiting consideration in the Senate.
SB 20 - Another criminal justice bill, SB 20 has passed the Senate and is awaiting consideration in the House. Among other things, it would take away a judge's discretion when deciding whether to transfer a juvenile case to Circuit Court when a firearm is involved. Currently, a judge can consider the use of a firearm and also consider other factors, such as the maturity of the defendant or any developmental disabilities. SB 20 would prohibit the consideration of those other factors. CCK opposes this change.
HB 2 - Last year, the Kentucky Supreme Court struck down the scholarship tax credit proposal that CCK had long supported. Without a change to the Kentucky Constitution, it will be difficult to enact programs to help low-income families make educational choices that best meet their child's needs. HB 2 would place an amendment on the ballot in November, to make clear the General Assembly has the authority to enact educational choice programs. HB 2 is awaiting action in the House.
SB 142 - This proposal would provide paid leave to all state employees for the birth, adoption, or foster placement of a child. Expanding access to paid leave is a wonderful way to support and strengthen families at key life moments. SB 142 is expected to receive a hearing in the Senate in the coming days.
